This is not the problem in our case.  Spamd is started with 
"spamd -d -x -L -u mailman".  Following the priority thing, I set sendmail's 
RecipientFactor and Classfactor to 0 as a test.  Problem seems to have gone away.
This happens with SA 2.53 and 2.55(FreeBSD 5.1 and 4.x, sendmail 8.12.9).
