From what I have seen from posts over the last week or so, there is legitimate mail that does not send a Messgage-ID. There is also a large number of messages that do not have a Message-Id. Most MTAs will add a Message-Id if one does not exist. Is it accurate? If by that you mean you might see more spam without a Message-Id than with one, then the answer is probably yes. Might you get FPs? Yes. My MTA (relay - no local accounts) addes a Message-Id of one does not exist. I created a custom rule to look for Message-Ids created by my relay and give it points. This rule may not work well if users were sending mail through the mailserver. In my specific configuration I have been very successful looking for Message-Ids created by my gateway.
