I think it is, but that's only from observing SPAM I receive;  I
rarely poke into the headers of my wanted mail.

However, when my father used to do work at the NIH datacenter, email
he sent from there never had a message ID.  It was some mainframe
based system, and that was several years ago.

I don't see one off-hand, but there might be.  You'll notice when you
submit messages to SpamCop, it often detects that the msg-id was
inserted by an intermediate mail relay.  Perhaps that is a good test
since many mail servers do this for you as a favor (eg, Postfix).
