I lost all list mail for Saturday August 9; if anyone has an idea, it didn't
reach my mailbox.

Trying again. Someone must have a hint abut what's going wrong.
This problem Should Not Be Occurring.

My local tests (defined in ~/spamassassin/user_prefs) are not being run.

These tests were run when we used SpamAssassin 2.43. Now we have upgraded to
2.55 and the tests are not being run.

Nothing else has changed; still FreeBSD, sendmail, procmail
spamassassin is called from procmailrc as
  | /usr/local/bin/spamassassin

We do NOT use spamd.

My reading of Mail::SpamAssassin::Conf indicates that tests defined in
~/spamassassin/user_prefs ARE be used if the user calls SA from procmailrc
(as I do).

Further reading of the docs more closely indicates that allow_user_rules is
not what I want.
This setting allows users to create rules (and only rules) in their
"user_prefs" files for use with "spamd".
We don't use spamd.

Problem reiterated:

In my ~/.spamassassin/user_prefs I have several tests, including this one:

header CF_SUB_UID Subject =~ /vlb|Vicki/i
describe CF_SUB_UID Subject: contains my ID
score CF_SUB_UID 5

My local/private tests defined in my user_prefs are not running
For example, in this message, Subject should match vlb; yet test CF_SUB_UID
was not run

         header SYMBOLIC_TEST_NAME header op /pattern/modifiers
   ...
is listed as a 'privileged' setting; `Only users running "spamassassin" from
their
procmailrc's or forward files, ... can use 'privileged' settings.'

All users on our system run spamassassin from their procmailrc's. Therefore,
all users should be able to use 'privileged' settings. Therefore, tests
defined in my ~/.spamassassin/user_prefs
file should be running.

What am I (still) missing that used to work in 2.43 before I upgraded to 2.55?
Why are the tests in my user_prefs file no longer being run?
