Active effort to circumvent filtering totally contradicts any spammer's contention that he only sends e-mail to people who are interested in it.

Of course they don't want to "only send email to people who are interested".. A spammer wants to send it to "all people who are interested". If a few hundred million get it that don't want it, well, that's fine by them, as long as they get those 20 dumbasses who are interested, it's all good by them.
