SPAM-L: see http://www.claws-and-paws.com/spam-l/ (note: read the FAQ
especially the part on topics)

Spamtools: see http://www.abuse.net/spamtools.htm

While mail administration is not specifically on topic for these lists,
it's not wildly off-topic and there are people on both lists that can
probably answer these questions in the context of setting up
spam-resistant mail systems and knowing the effectiveness and pitfalls
of various policies.
