It's purely idle curiosity, but why are there so many default score entries of 0.001 ?
During development they tend to assign 0.001 to new rules so that they are run and can be tested without any significant impact on normal mail.
Eventualy when they GA the ruleset new scores are assigned, unless the rule got very few hits in which case the GA leaves it alone.
