Well, that's kind of the aim ;) Unfortunately, we're short of folks who can (a) devise effective rules in the various charsets, and (b) submit mass-check results so those rules can have their effectiveness measured. (Currently I don't think we have any mass-checkers who use East- or South-Asian languages or charsets, unfortunately.) Without these resources, we're unable to do anything about it, as it'd be pure guesswork. (I even tried to collect some Chinese non-spam mails a few months ago, and managed to include 2 spam mails -- oops. The perils of trying to validate SpamAssassin against a charset you can't read ;) BTW, I note that Chinese spam has notable differences from non-Chinese spam -- even different spamware apps are used. An interesting situation...
