No, SA never sees the delivery envelope. This is a job for procmail, or some other tool that is actualy part of message delivery. SA is a mail-filter only.

Same as above.. SA in and of itself cannot delete, redirect or otherwise change any attribute of where a message goes. However, another tool (like procmail) can use the headers that SA inserts to decide to do such things.
