Sorry, I thought I responded to this already ...  Since you're running
SA through a milter you can't have per-user configs.  It's a side effect
of scanning and outputing the message for more than one user.

My only suggestion to you would be to set the required_hits to some high
value, and have people use X-Spam-Level to filter.

Otherwise you could filter at the delivery agent (ala /etc/procmailrc).
