Some legitimate mailing lists do use listbuilder -- however listbuilder
does not seem to have a double opt-in mechanism and hence it is open to
abuse by spammers. I have received both non-spam (which I signed up for)  
and spam (that I did not sign up for) from listbuilder.

In any case, a lot of the time, listbuilder will get positive hits from
the bl.spamcop.net RBL.

Which brings another question, spamcop RBL is by default zeroed out, yet
it does not cost anything to use. Why?
