 You can't; with enough information about whatever system you're using I could
find a way to avoid it... Getting "enough information" might be very easy or
extremly hard; where the best no-encryption solution would be to have the
parents create a whitelist via the web. They'd simply get a list each week with
addresses that's tried to send e-mails to their kid, and they approve/deny each
address.
 You could have a second list with the latest e-mails from non-whitelisted
addresses getting blocked due to them containing SPAM/porn.

 Of course; just catch it before delivered, read it, and then let it pass...
procmail (with access to env.to) and perl is all that's needed; it could be
written from scratch and set up in a day or two.
