Note that with this and all other rule changes since the 2.11 release, I have not re-run the GA to update the scores. So modified rules in CVS hold the scores those rules used to have, and new rules get a scores of 1.0 (most of the time). They have not been rebalanced by the GA, and so are likely to not work quite right. That's the peril of using the CVS version :)
I'd like to knock out a few more bugs from CVS before 2.2 release -- the most significant one which I think is a completely reasonable target is #47 -- if anyone wants to work on this please let me know, and I'll assign the bug to you.
