I think that in headers the =CHARSET=?...?= syntax must be used since
Content-Type: doesn't apply to headers.  Double-check in RFC 2822 (or
maybe a different one) if you want, but I don't think that is the
problem.

I used to see this problem with only some messages.  Perhaps the
foreign characters do cause SA to get confused, but I never actually
looked for a pattern.

After setting
    OPTIONS="-F 0"
to /etc/default/spamassassin I haven't seen the problem since.

Ask Stephane to add that option to his config, restart spamd, and try
again.
