Many email clients cannot filter on aribitrary headers. KMail, for example (yes this is a corner case) does not let you define which header to watch; it has a list of commonly-used ones. I'm sure there are many other email clients which work this way as well. You can't "encourage" proper use if the software vendors don't give the ability to the users, and the ability to coerce the software vendors to do so varies inversely to the size of the company.
