I'm a geek and I don't even think it would work well for my mailbox -
everyone's interested in making money sometimes. I still think a rule for
"making money on the internet" would be nice, though.

Although I like the fact that SpamAssassin requires very little customization
to work, a few specific categories that you could choose (or better yet, score)
yourself might be helpful. Something like the language preference where you
specify the languages you receive non-spam mail in.

A "stock reports" category, for example, might include rules for things like
"OTCBB" and the existing "strong buy", which would be specified with the
category attached. There would then be a default multiplier for the category,
based on aggregate statistics in the spam corpus, and individuals could change
the multiplier based on their preference (100% for those who never get
legitimate stock reports, 10% for those who get many)

I'm imagining separate files of rules for each category: business-related spam,
stock spam, health/fitness spam, and so on. Of course, I'm also imagining
someone else doing all of the work. :)
