To turn it off, don't turn it on -- ie omit the "-a" flag to spamd.

What's the best way to turn it off site-wide?  I did it by setting the
minimum to 999 instead of 3, but I didn't feel like that was the best
way.

I didn't want to make changes to Perl code to do it -- I want my
SA installation to be as close to the original code base as possible.
