Because I know, slowly some day in the next six months I will be stopped for half a minute and asked for papers. If I don't have papers, the way I speak to the constable will be a dead giveaway and he will question me further and demand that I hand over the driving license right now. Finally I will end up paying a fine. Or I try to run away and they chase me till the next check point. If I have the papers I frown on the constable and he still makes the checks. Next time I pass by I frown again and he remembers me. Slowly things settle. A new vehicle in the area with a tall well built punjabi driver sticks out like a sore thumb. He tried to bribe the constable with a 500 bucks note. You think that goes un-noticed? Constable pockets it. Radios ahead that a new TATA pickup 207 is to be watched. I used to wonder -how do vehicle thieves get caught. Inspite of all the abuse we throw at the police, they actually know each and everything that happens in each area. I live in a place where people deal with scrap. The dealers are visited weekly by the local police. They know - who stole what, from where, sold it to whom, etc. Copper rods (some eight tonnes) stolen from bangalore were promptly traced 400 kilometers away after a month. > 3.
