I doubt that something like "motivations" can be described in singular
terms when describing organizations that consist of more than one person.
It's likely that Ballmer's motivation in allowing Ray Ozzie to appear
kinder/gentler in technology spaces that MSFT doesn't already dominate, is
different than Ozzie's motivation in allowing Ramji to partner with Open
Source. Ozzie's justification of Ramji's work to Ballmer would be
interesting to see, but we can guess at it. $100K is totally pocket
change, and I bet they bought over $1M worth of positive PR from it - part
of that value being your question, your willingness to consider thinking
differently about MS. That's gold they can put in the bank.
