My guess, if I had to take one, is that these are DMCA- or other
copyright-related subpoenas for the other countries. Not horribly
surprising, even for China.
Man, I and my team handle subpoenas a lot. And I've seen subpoenas for
account information, for accounts that relate to:
1. Bomb threats
2. Kidnap cases where ransom notes are sent over email
3. ID theft where an account is used as a 'dropbox' for stolen card info
4. Nigerian scammers who bilked someone out of thousands of $$
RIAA / DMCA etc subpoenas are civil subpoenas, and they come with a
dramatically lower order of priority, even if they do make the news a lot
