My guess, if I had to take one, is that these are DMCA- or other
copyright-related subpoenas for the other countries.  Not horribly
surprising, even for China.

Wouldn't you expect a "subpoena compliance legal assistant" who worked
answering US subpoenas to be fluent in English? Would you agree that
there are legitimate reasons for enforcement agencies to subpeona a
search engine / webmail provider?
