Unfortuately - All depends on how much resource your application
needs. What technologies / platform / framework are you using?

In term of a VPS. We use slicehost in the US -- linode also have a
great reputation. We get by with ~256Mb with a low load - however, our
app is mostly c/c++ and quite frugal with memory. A large Java or Ruby
framework will need more RAM, as will a database if it's a DB
intensive application.

Do you need a dedicated pre-prod environment, or can you get away with
Virtual Machines? If you're going to target a 256Mb slice you could
easily VM that on your desktop.
