When shorewall /doesn't/ start automatically, what does 'systemctl
status shorewall' show if you log in and run it immediately after boot?
Does anything relating to firewalls show up in any log files in
/var/log? Make sure you include other software in your search, such as
anything relating to firewalld, iptables, ipsets, or nftables.
Are there any other services relating to firewalls starting at boot
first (check 'systemctl status' for the same)?
