Whatever you do to resolve it when you notice that it didn't start on boot, I'd
suggest to then reboot or schedule a reboot to verify that it worked.

It sounds for sure like you would not want to type 'shorewall start' and then
forget about the problem until it recurs.

Are you aware of /etc/sysconfig/shorewall, /etc/shorewall.conf, and systemctl
enable ?
