Not really with xelatex. For that you need xindy, but

atic direction is correct
on a page in which the text's direction subsequently changes.
Nonetheless, it doesn't give the type of granular control I was
requesting for each level of ednote's scholarly footnotes, for which

amsmath package and then using $\overline{\text{Arabic
Text}}$ (assuming your main font it set to an Arabic font). If you
main font isn't an Arabic font, then put the appropriate font
selection command inside the \text{} command.
