I have a machine where I cannot upgrade my old product to the new version. It is just on this one machine - it has successfully upgraded on many other machines of the same version of windows. Thanks in advance if anyone can tell me why this happens (it is intermittent even on the same machine).

You are correct... You cannot upgrade a 32 bit package with a 64 bit installer. Out of curiousity, do you have any install conditions? As a side note, the program files in the (x86) are stored in a different registry than their 64 bit counterparts, hence the reason the upgrade was failing.

I figured it out. It seems that whatever method I used to download/extract wix38-binaries.zip onto my system triggered an OS's "security feature". Apparently all of the wix .exe and .dlls were marked as "from a remote source" as such, a protect mechanism kicks in that prevents those exes and dlls

The behavior you see might be because ALLUSERS was 2, which does per machine if the user is privileged and per user if not privileged.
