OK, from a clean system, try the process exactly as outlined to start out with.
After that, if it does not run as a service, check the services list and the
event log. It should show "automatic" as its start type; if it doesn't show
that it is started, then it is not running and there will be an

1. System was rebuilt from an AD to domain controller.
2. Terminal services was already installed from AD.
3. Win SP2 with all security patches.

service, I can't start it manually from services either. I can start it
