Apple Remote Desktop isn't VNC compatible, as you can see from the log
output below, in which the server reports a bogus protocol version. VNC
Enterprise & Personal Editions have a workaround for server software that is
broken in this way, and that will be in the next Free Edition releas

enabling "Pointer event rate-limiting" enabled in the VNC Viewer's Inputs

When the machine first comes up, try waiting a five minutes or so before
connecting. Windows quite often gets into a strange state where it takes a
very long time to start services when booting.

You need to set the IdleTimeout of your server to something higher - by
default it's one hour. Disabling it completely is not generally advisable,
since that can prevent VNC server from closing dead connections.

That is the great thing about VNC, it allows you to connect to any supported
OS as if you are on that OS's console. So the answer is yes. The only
thing to keep in mind is that the port is different on UNIX than on a
Windows box.
