might be a stupid note, but your log says its looking on the address,
which is according to your iomem on PCI Bus 01:00.0. According to my
working VM log, the addr is set to "0x2" and bus to "pci.0". To be specific:
-device vfio-pci,host=00:02.0,id=hostdev0,bus=pci.0,addr=0x2
Maybe this helps?
