where does the "netscape bug" problem actually fall

just curios.. my understanding is that the whole qmail, vpopmail, mysql conglomerate creates a "pop before smtp" authentication protocol, and netscape ignores this and tries to authenticate using smtp anyway, thus hitting an error since smtp isn't tied into the vchkpw in the mysql... is this gen
