Please, to get man page use ```man reposync```. Dnf 2.1 was just released
into rawhide. It introduce alias for --repo option --repoid. We also have
testing repository (dnf copr enable rpmsoftwaremanagement/dnf-nightly) that
provides latest version of dnf-stack packages for Fc24+.

version. The tag 1.fc23 represent only release. DNF do not exclude packages
according to fedora tag in release tag.

Do you have in /etc/dnf/dnf.conf following line:
installonly_limit=3
Did you made ``dnf upgrade --fresh`` before system-upgrade attempt?
Do you run the newest kernel on your system?
If some of the answers were no it could be a reason why you have the issue.

If yes it would be interesting to compare installed packages on both machines
have to keep packages with multiple arch, and want to perform
dnf upgrade, you can use --exclude option and list there conflicting files
(--exclude=gtk2,orc).
