This could cause problems. Even in Windows, they make you specify the
domain. If a username is duplicated, this would cause a login failure
on both client and host, potentially causing the user to be locked out
of the AD account.

OK, I should have looked more closely at the init scripts before. It
turns out that lo is brought up by S08loopback in /etc/rcS.d before udev
is started. So testing whether lo is up doesn't do much good.
I have come up with a temporary workaround though. I modified
/etc/init.d/networking to touch

steps to reproduce in hardy beta (preview):
1. setup NEWUSER by hand in /etc/passwd and if applicable add a new group in
/etc/group
2. run passwd NEWUSER
expected behavior
passwd will ask you for a new password

i am milestoning as this appears to be a regression in a base linux
feature. (at least i cannot remember that it ever not worked). Feel free
to bump milestone to :later if you think this is not worth fixing for
hardy.
