I'm not sure that that will solve it - in the console the Hebrew strings
appear scrambled. There might be two problems here – one is the rtl
issue in the GUI apps, and one is the console issue, but it might be the
same problem affecting both the console and the GUI, so I don't know.

okay, I now realize the bug you are complaining about.
Michael: the problem as depicted int the screen shot is that all the
hebrew text is ltr instead of being rtl. I'm happy to fix it which a
quick hack of switching orders of RTL letters whenever we detect we're
operating in this locale context,
Steps to reproduce:
1. Install Hebrew language pack.
2. Switch to a Hebrew GNOME session.
3. Run "apt-get install foo" in Terminal/xterm/console*
*You may need to set your default system language to Hebrew (via
system->administration->language support) for the problem to appear in the
console.
