In a clean install of Hardy Heron full release, it works as expected. I
think this bug should be closed.

Removing the volume icon from the panel and then adding it back has
made the volume control fully functional.

Why would I do that? I am not having a sound issue. My sound is
working fine. The only problem I have is that the icon in the panel
for volume shows muted when nothing is muted, and muting it does
nothing. It is an issue with the panel object, not my sound system.
