Thanks -- that clarifies pretty much everything I wanted to know. After
a brief bit of investigation it seems running `update-grub` with `||
true` is also common practice in non-grub packages (e.g. plymouth and
mdadm both do this in their maintscripts), and the rationale for
splitting out the non-g

It is more about the grub settings being possibly destructive to non-x1e
hardware. Eventually we might want to include -nogrub unconditionally in
the live installer iso. Currently we only support grub.
