I am back with an update:
After upgrading to 8.10 Intrepid I can confirm I still have this issue, the
upgrade and switch to KDE4 in this aspect had absolutely no effect.
The problems only affect my workstation with AMD64X2 processor, ASUS-
M2N-SLI mptherboard and the Nvidia Nforce 590 Chip
At the moment, neither is installed on the machine where I found the
problem, an AMD64x2 on ASUS M2N-SLI motherboard with Nvidida Nforce590
chipset. Therefore I cannot give you any new test results from the same
machine as of now. This machine is configured "conservatively" and
stability is a prior

I tried to turn off (not deinstall) knetworkmanager but it did not help me.
Same partial system freeze/slowdown.
I tried to deinstall knetworkmanager but then I was not able to access the web!

I have installed Kubuntu Hardy Heron 8.04 regular release with KDE
3.5.9/Konqueror 3.5.9 (I upgraded from Gutsy). I am experiencing similar
problem: I can't get Konqueror to load anything from the net when I have
cache enabled. However, I am unable to get any decent error messages
out of my system
I had the same problem with a fresh install of Kubuntu Gusty. After
uninstalling network-manager, network-manager-kde and installing netgo,
Konquoror worked with cache enabled. Firefox works fine in all cases.

I've had this same problem on two different machines now. Both were laptops
using wireless, and disabling cache fixed the problem.
On one machine, konqueror would work if the ethernet (eth0) cable was plugged
in but not if it was running on wireless (wlan0). On the other machine, it
worked with
same behaviour after a regular feisty 7.04 update/upgrade.
