When I click on the "turn on recommendations" button, the button
disappears, and a message about submitting data appears briefly, after
that the button is not visible any more but there is a

logs, I see that there appears to be an error during authentication and
so the recommendations opt-in process is never completing. Could you
please try the following and let us know if this clears the problem?
