Thanks for the help. I have followed the steps but unfortunately it did 
not solve the problem.
When I click on the "turn on recommendations" button, the button 
disappears, and a message about submitting data appears briefly, after 
that the button is not visible any more but there is also no 
"recommended applications" section.

If I close USC and re-open, the "turn on recommendations" button is
back.

Could this be because of a corrupt or faulty "sources.list" file? After 
I upgraded to 12.04 from 11.10, I had a problem with the update manager 
when loading the package data from the repositories. It complained about 
"independent sources" or something similar. I googled around and the 
answer I found was to replace my sources.list file. I generated a new 
file from a utility on the web ( http://repogen.simplylinux.ch/).
