If I change hdparm -S to something high like 7200 then the problem goes
away. In conclusion from all this as stated earlier, hdparm -S
overrides hdparm -B, which it shouldn't according to the man page.
Here's a direct quote:

I'm actually only having issues with suspend and not hibernate on this
bug on Intrepid Ibex. It seems like 2.6.27-7 has fixed the hibernation
problem but not suspend.

I'm beta testing Ubuntu 8.10 Intrepid Ibex with kernel version 2.6.27-7.
In laptop-mode.conf, the hdparm -B value is set to 128 therefore the
harddrive should apply power regulation without spinning down the
harddrive, which it has done
I'm having this issue as well with kernel version 2.6.27-7 on Intrepid.
Powertop doesn't show the C3 state at all after suspend/hibernation, and
when I restart my computer, C3 is being used.

I can confirm this as well. It's rather annoying, yet it's of lower
importance. To all the skeptics, open up the system monitor and then
move your cursor around over the network monitor panel applet and
observe the applet monitor dip yet the actual graph from the system
monitor not change...

Wow, I just found a thread on the Ubuntu forums from Ares Drake, which
describes cooling down your PC by lowering the cpu's voltage. I tried
it out, and my laptop runs cooler. In addition, I gained an extra hour
in my battery life (up from 2hrs to 3hrs)! Here's the link:

I'm experiencing similar problems with Hardy. My laptop is at 54
degrees Celsius idle and creeps up to 70C when heavily loaded. I'm
guessing it has something to do with Linux and Ubuntu not being able to
properly keep the processor(s) in an idle state.
