I hit the same thing in Ubuntu 19.10 with syncthing 1.1.4~ds1-4. I
worked around it by downloading the official release from syncthing
github (https://github.com/syncthing/syncthing/releases) and replacing
the binary /usr/bin/syncthing with it. Not ideal but works.

I still stand by my comment about modifying the permission mask:
Applications should _not_ preclude any umask set by the user or the system. A
directory should be created with 0777 permission

libstdc++ work-around available in libstdc++-8-dev
but I'm unsure if the -8 version is suitable for production due to only
being available in 'universe' and having a kind of snapshot version.

I have no idea what is going on. I just tried to re-install an older
system - it used to work, until the re-install. I formatted the whole
ssd and nothing changed. I changed ISO's and the USB-Drives, but nothing
worked out.
