I use fog (http://fog.io/) for a lot of cloud related operations, and I use
its libraries often to build out other tools.
The AWS SDK is also pretty awesome. If you're looking for a prepackaged CLI
tool, I highly recommend the aws-cli pip package for Python.

We want to restrict the hypervisor choice to either (straight-ahead)
KVM/libvirt, or VMware, because that is where our knowledge base lies. I hear
Xen is good, but really don't want to introduce yet another hypervisor
technology into the mix. Same with Proxmox VE (not wanting to use OpenVZ.)

I might also suggest looking at XenCenter, it's much more reasonably
priced than VMWare and has most of the same functionality and
management tools. I've used it in production with few problems and
the problems we did have were directly related to our network design
and outdated hardware.
