After reading up a bit about house numbers, it appears that the correct
approach in Italy would be placing addresses where the house number plates
are.
But this "rule" is largely ignored in many places by OSM contributors in
Italy.

The Padova address dataset on the same server follows these rules that
Martin declared as plainly wrong. What are the rules for placing house
number signs in Italy? (not the OSM rules, but by the relevant building
codes or whatever)
