Assuming the contemplated projects are the digitisation of PD works, I would
rather see the effort devoted to text development than module development.
Text development of any hitherto undigitised work such as a Bible

In general I have found people who are careless about copyrights are also careless about the text. That kind of mitigates against being useful for spreading the gospel. At least in a substantial fashion. The abuses by copyright holders are well known too, but my experience with non-English copyrigh
