Assuming the contemplated projects are the digitisation of PD works, I would
rather see the effort devoted to text development than module development.
Text development of any hitherto undigitised work such as a Bible

In general I have found people who are careless about copyrights are also careless about the text. That kind of mitigates against being useful for spreading the gospel. At least in a substantial fashion. The abuses by copyright holders are well known too, but my experience with non-English copyrigh

SWORD project modules.
It would be unofficial, and would be very similar in scope to
biblesupport.com
My hope would be that this could spur on more rapid module development,
increasing the available SWORD library.
