Assuming the contemplated projects are the digitisation of PD works, I would rather see the effort devoted to text development than module development.
Text development of any hitherto undigitised work such as a Bible translation is a demanding task in itself. One has to be particularly diligent in proofreading. Some errors are very hard to detect, even by experienced proofreaders. Many Bible translations that were published before computers existed are still waiting to be converted from a printed edition to a digital edition. Two environments should be considered first rather than merely opting for a popular file sharing service. * One is GitHub. * The other is WikiSource. They both have version control systems built in to the infrastructure. NB. Revision control is paramount in such projects. Here in the UK, one voluntary organisation is already involved in this kind of work. That's MissionAssist UK (formerly known as Wycliffe Associates UK). I would recommend a visit to their website. https://home.missionassist.org.uk/ They have valuable experience of what works and what doesn't work well in this area. Based on their advice, one should avoid using OCR if at all possible. It's far better to have two independent human transcribers keyboarding a work. Comparison of their output is an efficient method to detect typographical errors. btw. I myself have been involved in a number of text development acitivities since I first linked with CrossWire almost nine years ago. That's not to disparage module development. Yet there are existing tools to convert suitable file formats into modules, so in theory, the building of SWORD modules can be partly automated.
