Any language that uses letters outside the ASCII range will be affected
unless the collate the letter after "z"... and if it's strictly in
Unicode point order, then all upper case will collate before lower case...

a Vietnamese locale - if you use a European or American locale, it will
use the sort order of the locale language, which will probably place
non-ASCII letters after the ASCII ones.

For Example, in the English Bible, there are NIV, King James, RASB,
etc. Those are the name of the translation.
