As far as I can see, that seems exactly right.
Hi Kurt,
For the GENERIC kernel that you are using unless you compiled your own, ZFS is
provided by way of a kernel module. While the base kernel itself has not
changed the module was indeed updated.

freebsd-update after the update to p1 reports kernel still at 14.0-RELEASE.
I had thought that the ZFS fix is a kernel fix so that the kernel
would also report -p1, but it does not. It might be because
zfs is a kernel module, so the kernel itself was not really patched,
but I might be wrong h
