I am new at this so please be kind. I have been trying to upload files
using sftp or scp without much luck. I have generated two different public
keys and registered them.
I have tried accessing the server using sftp and scp on Linux an
ssh: connect to address 199.232.41.3 port 22: Connection timed out
rsync: connection unexpectedly closed (0 bytes read so far)
rsync error: error in rsync protocol data stream (code 12) at io.c(150)
Can't retrieve xml dump

Hum, according to the documentation, files should be fetched directly
where they are at /subversions/savannah/dumps
