Jeff,
I'm guessing that the document your AHJ saw or is referring to is here, and
might help you prepare for the meeting with the AHJ:

I got wind of this document from John Wiles, and
Thanks all for the good feedback. A service upgrade to this flush mount
meter/main is beyond what the owner cares to spend as it is a major project
being it is in a wall that is extremely crowded both structurally and
electrically. There is no way to get between the meter and main w/o any

I'm in agreement with Brian on this one. Of course, the realities are that it's
another big expense associated with putting in a system and doing a service
change may exceed your license classification. That said, in this case the
inspector is doing you a favor if he wants you to stay the hell o
Another option is to install a gutter between the meter and the zinsco
panel. This will require pulling the meter or having the utility disconnect
the service for a short period of time..essentially the gutter is the
junction box. looks good and gives you options for adding a replacement to
Using a separate J-box is key. Even better (and cleaner) than Polaris are
NSI distribution blocks in your J-box. The inspector will appreciate the
maximum integrity. This does usually require replacing service or feeder
conductors, but it is a rock solid method for code, utility and difficult

Jeff,
This is any easy one.
REPLACE THAT ZINSCO SERVICE PANEL!!!
That is just a fire waiting to happen. I wouldn't touch it with a 10'pole.
There are all kinds of horror stories all over the internet about Zinsco panels
causing fires. There is a reason why they are no longer in business.

Thanks for the input Jeff. This is a basic small Meter/Main (100A) only. The
feeder leaves the main and runs about 200' to the house. Removing the short
jumper leads from the meter socket and routing them to another panel and then
back again to the Main seems like far more modification to the pa
Jeff's idea is good, but I think the only potential violation of the listing of
the service panel, would be if you drilled and tapped into the buss bar.
Tapping the cable w/ a listed connector shouldn't cause any trouble to the
service panel. (230.33 specifically allows the service cable splice
Right! So long as the tap isn't made inside the box, it can't have any
effect on the listing of the box.

If possible, install a j-box between the meter and MSP, run the service
entrance conductors through it unbroken and through Polaris type
connectors for the tap.
