Thanks all for the good feedback. A service upgrade to this flush mount 
meter/main is beyond what the owner cares to spend as it is a major project 
being it is in a wall that is extremely crowded both structurally and 
electrically. There is no way to get between the meter and main w/o any 
modifications to what was UL listed as is. There is no distribution section, it 
is 200' away and trenching through landscape, gardens and patio's are not an 
option either.

I know all about the horror stories over Zinsco, but the vast majority of their 
problems are in the distribution panels not these simple meter/main's with only 
one breaker that is rail mounted w/o those funky bus and breaker "connections" 
to it. This is a bigger picture issue that I'm raising here - having to secure 
a written letter from the manu on how to tap their panels on ALL jobs that are 
over 120% of bus rating regardless of panel brand or age. I agree that service 
taps rules apply here as do fill calcs and that a listed tap meeting fill 
allowances does not modify the panel to the point of UL violation. I'm meeting 
with the County head of Building next week to discuss further....
