Not that I know for sure but I am guessing it is actual vs effective. That
said, having two different numbers out there can be confusing unless you
are paying pretty close attention. I was looking at the 58cm Appaloosa
figures the other night and noticed the 59.7 vs. 61.5 top tube lengths
given.
Boulder Bicycle has an adapter that might help. You may still need to
experiment with spacers (available at most hardware stores) but I have
these on two bikes and they have worked well.

I bought my Cheviot when in Denver and my greatly skilled bike person at
Queen City Cycles, Ethan, had the steady hand to drill a small hole in the
rear pump peg. This allowed a straight through cable routing for the rear
Paul centerpull. He also suggested the reverse/underside mounting of the
Erl and Kai,

I already had a Nitto S83 waiting (27.2 x 300) so I did not even try the
one they sent. As far as the length goes, I could be fine with a 250
(versus the 300) as I am at the very lowest end of the PBH range for the
61.5 (89cm pbh) and

Albatross bars are spec'ed at 25.4 (I believe) and the Tallux stem is
available in 25.4 or 26.0. A 26.0 version would cause what you are
describing, at least without using shims. I know some stems are clearly

replacing the non-touring Pletscher, and the bike feels much more stable
